I have to zoom way way in to see it closely but by time i zoom in far enough the pixels are just barely too blurred to make out what the object was. How do i clear up the picture to see what it was

I scanned a picture, then loaded it onto photoshop.

I outlined it in black, then proceeded to color it, saving it to a different file.

But when I clicked : zoom to actual pixels, the thing is HUGE.
