Is it possible to increase the number of pixels in a jpg?

This is the error message that I am getting:
“Sorry, the file you have submitted is too small. Submissions must be at least 2200 pixels wide or tall to be considered for publication. The file that you submitted is 320 x 258. Please try again with a bigger image.”
