Do computer graphics jobs require employees to dot out art work to show the value difference of colors and why

I have an art teacher who is having the class dot out their art work like a printer would. He stated that he is trying to show that the closer the dots are the darker the color. Is this something that is being used in todays jobs? Is this something that is considered market value in the work place? I do not believe we are still using dot matrix printers and if we are trying to gather the concept of pixels would this concept be covered in an Adobe photoshop or something similar to it?
