Is there any way to increase the amount of pixels in a photo?

I was uploading photos onto Cyberrentals, and the program said my pictures were too small and didn’t meet the pixel requirements. I have regular 3×5 photos that I scanned in and am trying to upload. I don’t have a digital camera. Is there any way to increase the amount of pixels so that they upload? Should I open the picture first somehow? Thanks!

For most purposes scanning software allows you might also want to maximum too or save as tiff file.
