What is the term for taking a picture and enlarging all the pixels?

There used to be a website I knew where you could upload a picture. Your picture would be enlarged by about 400% and all the pixels would be enlarged. It wouldn’t look like anything when you viewed it from your computer, but when you printed it, from far away you could see the picture clearly. It would generate the picture in to a PDF file.
